This clip was featured in "Here's Looking At You, Warner Bros.", a 1988 documentary on WB's 75th anniversary that year. At the end of each calendar year WB used to put together a blooper reel of the more humorous outtakes from studio productions in the past year, and this was custom made and thrown in one of those blooper reels as a gag. This is not a blooper. The entire cartoon is like that on purpose. They showed the full thing on TV a long time ago at a time when it unthinkable.

This one was actually never intended to be seen by ANYBODY except the Termite Terrace staff and maybe the Warner Brothers people at their annual dinner. Leon S was so involved with running the department that he didn't care (or know in some cases) what the animators were doing, as long as the cartoons were coming out on time. This was one of those "extracurricular" projects :)
