The figure you are talking about for "the rich" is the percentage of tax on capital gains, not income tax. The "rich" are taxed a lot higher than that figure on a Income tax level. That's why Warren Buffet is taxed on a lower percentage because basically all of the income he is taxed on is in the form of capital gains.

Since the bush era tax cuts have been in place non-residential domestic investment(employment, infrastructure buying of equipment, etc.) is down by %7 and outsourcing in general is up big time. Since then the middle class has shrunk and the rich have gotten WAY richer. How stable does that sound to you?

The figure you are talking about for "the rich" is the percentage of tax on capital gains, not income tax. The "rich" are taxed a lot higher than that figure on a Income tax level. That's why Warren Buffet is taxed on a lower percentage because basically all of the income he is taxed on is in the form of capital gains.
