You need to raise up the engine a couple holes.  Look at the side spray.... Your lower unit is too far in the water...... imho.....

now it has a 16 pitch propeller gets to 5100 rpms and runs on the low 30's

u need lower pitch.

yes, indeed, I am searching for a 15 to 17 pitch 14.5 diameter one...:) it was tthe outboards first run there....
