The War Powers Act EXPANDS the power of the President beyond what the Constitution says. It doesn't limit the President's Constitutional power.
The Constitution specifically says that the Congress has the power to declare war. The War Powers Act allows the President to commit what amount to "Acts of War" without the pre-approval of the Congress! And Chenney thinks that the Act actually LIMITS the President's power!

What's funny about this is that the President has almost the lowest security clearance and has no access to any "real" information for the simple fact of plausible deniability, if he doesn't know anything he can SAY he doesn't know anything and mean it. The second we go into a National Emergency the president does NOT have power at all for anything. All branches of government are displaced and given to FEMA. Don't believe it? Google the Executive Orders and look what departments get what. That's the most scary reality people don't know about. Martial Law will be initiated, people will gladly hand over constitutional freedoms in trade for a false sense of security...we will bring it on ourselves and it's happening right under our noses.

Anyone who's never read the presidential executive orders should do so, starting with president Carter. He's the one who basically dismantles the government and gives pieces away to different department heads. Also look into FEMA who basically becomes "president" in a state of emergency. Just do your research and you'll understand things a lot more clearly...

You are over estimating the killing power of the H1N1 virus, it has an extremely low death rate, look more into it and you will find that just as many if not more people die of regular flu. Also a disease would not cause the kind of chaos you suggest unless it affects the law process, police, and higher offices. H1N1 is not capable of that, its not ebola.

The War Powers Act EXPANDS the power of the President beyond what the Constitution says. It doesn't limit the President's Constitutional power.
The Constitution specifically says that the Congress has the power to declare war. The War Powers Act allows the President to commit what amount to "Acts of War" without the pre-approval of the Congress! And Chenney thinks that the Act actually LIMITS the President's power!
This man scares me. More than anyone else in American politics. Holy Cow...

Cheney reminds me of Nixon in his attitude toward the power of the office. I think it bugged him that the senate or congress could block presidential moves, so he and Bush gathered as much power into the office as possible to go around them. To Cheney, THEY were the one's in charge, and hence, THEY were the one's who were supposed to have the first and last say. Except we have a senate and congress to keep any one man from getting too powerful.
