okay first off all, your welding tip is way too big for the amount of gas being produced, and also your flame is leaving a black soot on your metal and your slab of granite, i would strongly recomend you change your electrolyte, because by the looks you are using sodium carbonate (baking soda) also when hho gas burns clean, it produces a blue flame, the reason you are getting a yellow- orange flame is because you are burning sodium in your flame and also water makes your flame yellow.
Buy an automotive battery charger. Most have a 30 AMP low setting. You need much larger wire to run 30 amps continues. Look at the auto parts store for battery cables. you can run 30amps all day long.
you could hook up a stirling genorator ot the battery and run the stirling off o a second smaller line going to the heat element of the stirling and it would make a sort of a heat to electricity to gass to more heat for more electricity and for burning stuff
get a GM alternator and a 2 - 3 hp electric motor hook them together with a v-belt. You will need a 6 inch pulley on the motor and a 2 inch pulley on the alternator. power your cells and charge your batteries quickly at the same time.

Car audio stores use these same power supplies to run their all those stereos & amps on their demonstration boards. They come in a range of sizes like 100amp - 500amp++ way more than power any battery charger and more than you will ever need for any of these HHO setups...
Ace stores are privately owned franchises, and you can find sheet metal in most of them in small sheets. I got lucky and found one that sold stainless. I recommend finding a fabricator and getting some plates cut tough, Ace is expensive.
A muffler shop is an option for SS and they can cut it for you as well. Now with everyone's business in the tank due to high gas, you have a good chance at getting a same day job.

i use a batt charger, it put's out 6v 2amps, 12v 2amps and 12v 6amps..if it ever stops working i just buy another one and put the old one back in the new box and take it back, there only like $30 at meijer, i've seen a guy amplifi a 12v d.c. batt but i have no clue how he did it, you may want to look into that, let me know what you come up with. i also use a computer power box to power the amp for my sub, the chager puts out a little more then the power box
just find a old pc and chop out the Power supply out of it,. i have video of mine.. and sirhoax has one as well. be careful tho. if you go over their rated amperage the blow out.

A BIG computer power supply, something in the 500 watt range, might give you 5v @ at as much as 35a to play with. Ideal for your cell setup. 12v @ about 20a is normal for these also. If lucky, you might get hands on one for free out of broken computer. But can buy one new for maybe $50-75 so not that expensive and easy to convert.

what exactly is the multimeter measuring? is that voltage or what? (can't see what it's set to...)
from what I can see, the meter is connected in pararel to the battery, so I'm very interested in what it acually is measuring...

things you may find scares is information on pulse width modulators (the control circuits)
these are simply light dimmers or motor speed controllers these can be purchased for model train sets ect they will vary in amperage
I'm not sure on your level of understanding of HHO generators but hey it's all on youtube

you should take caution when heating stainless
as it leeches Hexavalent Chromium (CrVi)
it's pretty bad for you it also leeches into the electrolyte during the process of electrolysis

You can build a 12v source out of an old microwave-oven transformer and a few radioshack rectifiers; google "build arc welder" for info.
