It's a well known fact that the Army Chemical & Biological Weapons Center released this particular strain of weaponized anthrax. I heard from a reliable source that they were going to mix the anthrax in a drum with $1 Dollar bills and release them from the inside of a van with the bottom cut open while in traffic. The thought being that people will pick up money on the street and pass it along in circulation. This method of distribution is still on the table within the psyops units.

The most prominent target of the Anthrax attacks was Senate Majority Leader Tom Daschle. The attacks began on September 18, when Daschle was opposing Bush's requests for billions of dollars for making war in Afghanistan. The attacks ended in October, after Daschle had changed his mind and approved Bush's plans. Daschle changed his opinion because he was suddenly under attack himself. So, who profited most from the attacks? Bush and his government.
