That is most definitely a corgi, Sure there are two types (Pem and Cardi) but there is a 'defect' in the coat of the breed and they are called fluffies. They are not allowed in shows and are not allowed to be bread but they make wonderful pets, no different in personalities. That I am sure is a corgi, just look at the face.

Actually, corgis can have long fur but it's uncommon. Long haired corgis cannot compete in AKC dog shows.

That is what is known as a "fluff" or "fluffy" Corgi. Some lines of both Pembrokes and Cardigan carry a "fluff" gene, which is considered a serious coat fault in the breed ring. Basically they have too much coat. However, most people will agree these are absolutely the most gorgeous dogs! But you've gotta love fur...A LOT. This one is a cutie!
