Debt neutral meaning that he pays for it as he goes along. Increase a tax here. Cut spending there. Something will have to give in order to insure 30 million people. Pretending that tort reform will fix it as I have seen some in the Republican leadership tout is intellectually dishonest. And it will make money in the long run because our current status quo costs us money.

The CBO scored the House bill as better than the Senate bill, but it said it would reduce the deficit, not the debt.
