umm... it's later on that they say there's a hanging munchkin... when Dorothy, The Scarecrow, and The Tin-Man are "off to see the wizard". There's a bird in the background that people thought was a hanging munchkin. That was only because of the small screens of when the movie was released, though. With bigger screens, you can see that it's an emu-like bird standing straight up. So, you're right about there NOT being a hanging munchkin, you're confused about the time.
