Once again STUPID. The only way for a phone to know that it is charging is for the charger to be plugged in and the electricity to go through the circuit board of the phone and trigger the charging sequence.

That's a bad idea. Lithium Ion batteries need specific chargers or they might EXPLODE or deteriorate fast. That being said, most LiPo batteries have an embedded current limiting circuit from the factory because they are so dangerous. Anyway, such a small solar panel would literally take days to fully charge the battery, if it charges at all (at least 3.7V). You need a boost DC-DC converter, current and voltage regulation and a bigger panel. Better solder to a USB connector and plug it in.
