It's not an easter egg. It's there for gameplay. Once you get in the Falcon and the pelican comes in to evac the civilians, keep your eye on it. Over the radio the pilot says he's going to have to land because he is taking fire. You can see the tail end land from behind a building. This is just that pelican. And yeah, it should be a tutorial.

Dan Miller was the guy who designed The Package and New Alexandria. He's the one who used his genius-ness to input the Pelican in the game. It needs to spawn by actiavting some deviously devices. The Package spawns 4 Banshees by activating 2 switches. New Alexandria is the only one left that Miller worked on.
