While it's true that they only update periodically (and a lot of the complaining about the view counter is related to that) your logic about them not messing with the view numbers because of traffic and ads is flawed.
They'll get the traffic and ad-revenue regardless of whether or not they tamper with the public view counters.
Also, I'm not sure about the time: I've seen the numbers not update for well over 5 hours, without any maintenance time to otherwise distort it.
