@TuascoBR It's because people don't want to be lose speed by using other characters and/or vehicles. People don't care if your racing for fun and you use Wario or something. Say if you did a time-trial of Rainbow Road and you used Wario. If you replaced him with Funky Kong you'll get 1-2 sec. faster than your Wario time. And if you use mach bike you're already at a disadvantage. That's why people use those combinations in clan wars too.
