When I was in the military, at the end of every fiscal year my command would purposely order a ton of extra unneeded crap to ensure the budget was exhausted. They did this so that their allotted spending would not be reduced the following year. The result was a bunch of highly expensive weapons and other materials would sit on shelves collecting dust. I'm talking 10,000 dollar pieces of equipment, just sitting there. Mind you, this was just one command out of hundreds. So wasteful, so stupid.
