A shaman could not global someone alone, it would take another dps to kill them very quickly. But you could say that about any 2 dps, and the target wont die unless the kill is set up and is dependent on the target not having defensive CDs or his trinket. The is just as imbalanced now anyway...it's sucked since after BC.
