You must have a different version other than the NES, cause I do exactly whats illustrated & nothing appears, at least where you have pin pointed on your demo. I've tried the carpet bombing method & zippo (nothing)
I have the NES version and I couldn't spot a flag or tower either. At least where you pointed out. I know there are flags & towers though. Does the NES version have the same amount of flags & towers. The only way I come across them is by accident...

No flags are coming up, I did what you did and waited to. I was at the bottom of the screen and nothing came up. I need 2 more stamps, but my flags aren't coming up! WTF I even deleted the DEMO and installed it again, still doesn't work right.
Also, regarding the towers, they are EVERYWHERE, I have counted about 50 of them. There is one section in the desert where there is a group of 8 in two rows of four (it is towards the left portion of the desert field). Look for the glowing crosshairs. Point bonanza!
Finally, flag #4 is past the 2nd mother ship (if I remember correctly) and you will be flying over a desert with the outline of an eagle or some type of bird. The flag is about 3/4 of an inch underneath the tail of the bird somewhere along the horizontal line in 1 of 6 places. This flag you can always get over and over once the game loops back to this area once you make it past the 4th mothership. Finally, after scoring 2 million points, I NEVER found the "Special" flag. Does it exist?
Flag #3 is in the first ocean with the tanks in the water. Once you get to the far end of the ocean, you will find a thin dock jutting into the water. The third flag is just under that dock in one of 6 locations. Again, start at the left and bomb across til you hit it.
The next flag is in the section when the first metallic shields shows up. You will find toward the middle of the shield field a lake like area with an isthmus connecting it to a larger body of water. The flag lies on the line of the isthmus. Again, it is in one of 6 places. Positions #3 and #4 would be on either side of the actual isthmus. By the way, if you don't know what an isthmus is, look it up you lazy bum.
Okay folks. Here is the deal. There are 4 flags in the game and they are in the same AREA, but never in the same exact place. For instance, the first flag is in the river shown in the video, but it could be 1 of 6 places in it. The place where it is hit would be #2 on the river. #1 is the far left side with #6 being the far right side. So a good technique is o start at the left and bomb the six places along the river bed.
the flag will be anywhere on the first bank of that river. Easiest way go get through it all is stay at the very bottom of the screen, move below the discs coming at you and they'll clear off. Take out the ships that fire back if needs be and then move up the screen at the last possible moment to carpet bomb the first bank from left to right. tower and flag done with barely firing a bullet
Finding this flag is B.S. Took me 30 tries before I actually found it. I didn't do anything special to find it. Got to river, went slightly to the left, just backed up a little and threw a bomb into said river, flag shows up, Bob's your uncle.
There are many S flags in this game. The second one comes just before the 1st mothership on top of the brown surface (after the 1st spinning objects and pyramid). They appear randomly and they're always in different places. So it's bit luck of a draw.

well, i finally got the flag. Here's how to get it:
*You do not need to raise the tower.
*It is easiest to get to the river in one piece is to leave the ship in the position that it spawns and use the left/ right directional buttons to move (Like playing galaga, do not move forward or back.
*Make sure to take out the most dangerous enemies (such as tanks)
*when you finally reach the river, repeatably bomb the bank below the flag's position in this video
The flag is never there in my game, and this is the last freebie I need from the demo...someone have an idea why it doesn't show up for me? I even try to get the tower in the same game but , you guessed it, the flag doesn't appear.
Well I'm not sure how, but I finally got the damn flag yesterday. I guess the thing is you have to be presise and bomb exactly where it is. I was bombing in the water, but I think it has to land right on the edge. Finally got my namco cabinet ^_^
What you have to do is make the sol citadel appear first by bombing it. (That's the grey pointy tower) DO NOT BOMB IT ONCE IT APPEARS! This will prevent the flag from appearing.
The Sol Citadel is "random" in so far as it appears at one of two places.
The first possibility is just below the point where the bottom trees meet the grass. At 0:16, this is right in the centre of the screen, under the path.
The other location is in this video, just before the tanks.
To find it, you do not need to bomb randomly. Your bomb target white crosshairs flash red when there is something to bomb, even if it is hidden. If the Sol citadel is not where i say it is at 0:16, it'll be where it is in this video.
Then, once you have made the Sol Citadel raise up, just bomb the river ANYWHERE. The S flag from Rally-X will appear exactly where you bombed the river.
The white flag is much more difficult to find because it's location is randomly generated. However, it always appears along the bank of the second river, and is almost always on the left side of the crossing. To reveal the flag, you must bomb it's location and then run over it to get it. It is much more difficult to achieve than bombing the citadel because you will be under much more fire. If you pass the river, you must reset and try again.

Yeah this vid is good for showing what to look for but the locations for the items varies. I found my flag in the middle of a wooded area towards the end of the level.

when you are in the menu screen b4 u go into the actual game there are preview pictures of the gameplay. the flags location is indicated in one of those images.... u cant miss it. you bomb that same area shown till the flag magically appears...... If it doesn't appear in the left side, it's on the right side. Load up the beta, select Xevious from the main menu, and look at the screenshots. While the flag appears as orange or yellow-ish, that is the flag in question. after you collect it, you can die, and it will count as an achievement.
The flag will remain on the same vertical line, however, the horizontal positioning will change. The location is revealed when you start up the beta, and click on Xevious once. When screens of the game are shown, you have to wait for the river location image to appear. While the flag may not look white, it will count towards the "White Flag" achievement. Even if you die after getting it, it is all accounted for.
Had the flag appear once for me but was killed before I got it. Now it doesn't show up any longer. I've destroyed all the towers, revealed the sol tower, bombed the hell out of the area in the river and nothing.

The location of the "Special Flag" is always on the same horizontal line, but the vertical alignment is random
sometimes it will be a little bit to the right and sometimes to the left but it is always on the river
