Here are some suggestions (thumbs up so he can see it)

- Have the charging handle lock like on most bolt-action rifles to avoid unwanted use of it.

- If you haven't done it (you didn't show the barel) try to had some rifling in the barel. Sure this might be though, but it will definitively add alot of power.

- Make it semi-automatic. This rifle is powered by electricity, why not making the bolt move after a delay when pressing the trigger? (in fact it could be full-auto that way)

I don't think rifling will help in this case. If you notice the projectile is still moving slow enough to be visible. He might have a max range of 20 feet. Also the rifling would only help if the projectile was moving fast enough to get a good spin.

He might would be able to make it semi automatic, but there is a problem. This gun works by charging capacitors and then releasing their energy. The capacitors wouldn't charge fast enough to fire at a decent rate.
