This is biomimic engineering at work, the reason they are shaped as penguins is because penguins have been evolved over millions of years to be extremely well adapted to their fluid environments. Anyone who has seen aquatic birds in action at a zoo or on video could tell you a penguin shaped robot would kick the pants off anything shaped like "some kind of dog" in a race or mobility challenge. Nature has done much of the design work for us, if we are willing to pay attention.
