Not exactly. He doesn't regret his creation so to speak but he regrets His creation's decisions. All people have sinned against Him and He hates the sin, not us. None of us deserve to go to heaven, only through God's grace can we go to heaven.
Jesus say to not fear those who can destroy the body, but to fear Him who, after destroying the body can cast the soul into hell. He also said the road to destruction is wide and broad is the gate, but the path to life and righteousness is narrow and few will enter the gate.
You keep saying " the majority" of people, which means 'more than half'. Where do you get the figures from, on this claim? Are they in the Bible . . .or is it just your own personal opinion, which you are presenting as if it was a proven 'fact' ?

I am pretty sure that the 144,000 are the first fruits to Jesus from the 12 tribes of Israel.
