However, in that situation, stopping your vehicle with Hazards on after the crash and actually bringing other traffic to a stop would be a safer option rather than having traffic pass through a minor gap thus creating a further hazard. If he were going to run, he wouldn't have gotten out and had a chat with his victims first. When he's moving it, it looks like he stalled it and then kinda peeled out when he got it fired back up. Probably just stressed out and then filled with the additional fear that his car might have just died in a place that blocks the entire road making things much worse.

I had an Impreza tailgating me a few months ago, one lane of the road was blocked by a broken down bus (hazard lights flashing), I turned to the next lane to go around the bus, Mr. Impreza driver booted it down the clear inside and stuffed his car into the back of the stationary bus. I did get out and help the guy out of his smoking wreck. He was only 18 and had the car for about a week. Perhaps he'd be more careful next time...
