I will comment though, that the "retarded looking villain" is actually a realistic villain. Sorry he doesn't have a white cat or steel teeth. The filmmakers purposely made Amalric look "normal" to symbolize the hidden evils in society. There is a lot of symbolic imagery in QOS that obviously you didn't pick up.

I think that he's a lot less smooth and stuff because Casino Royale is supposed to be the first movie/book in the whole series, so it shows how Bond is becoming the gentleman. Vesper breaks his heart in Casino Royale, so from there, he begins to learn not to trust people and not to fall in love, and eventually, he'll become the Bond that we're all used to seeing.
