The problem is that so many people file so many frivolous lawsuits against the city, that the city becomes backlogged dealing with such lawsuits. Of course the owner if the vehicle behind the suv should sue. Like I said in another post, there was a time when new yorkers were some tough people, now what we have are a bunch of wimpy whiny people. Subconsciously, city workers feel a sense of guilt having received so much benefit for so little work, (6 figure pensions at age 55). This forces them psychologically to project their guilt onto the very tax payers that pay their salaries!
