It's a pretty simple law that just about NO ONE seems to follow , mostly because they are not even aware of it. It's pretty simple, if you want to receive items at your home that way, get an additional receptacle for them!
If the regular carrier was on that day I don't think this would have happened. Yes it is a law but during my Postal career I would let neighborhood invites like this go. It's possible that the carrier didn't even look at it. You open the box and if something is in there you take it. Habit. I have warned people if they abused this rule, like advertising or such, but notices for a block party or similar things you have to have some leeway.
@bobcows I know plenty of regulars who would grab such an item from the box on purpose to collect postage. Most carriers don't have the time to sort out the messes left in your box and are tired of doing so. Get a second box and label it "NOT FOR MAIL" maybe?

44 cents for a party invite? Actually, that's awfully cheap. Maybe kids should just mail their invitations from now on.

@MauField IT DOESNT EFFECT MAIL. MAIL DOES NOT GET TAKEN OUT OF THE MAIL BOX ONLY NON POSTAL ITEMS THAT DONT BELONG IN THERE IN THE FIRST PLACE
