I could have represented that idea. I was not saying that Political Science shows automatically that Obama was pushing for more than he got, but rather that generally speaking Presidents do not achieve all of their goals. FDR had many of hispolicies struck down by the Court, he neve got his second bill of rights, etc. Reagan desired a Government actually restrained by the Constitution.
