The Highways Agency Area 9 are responsible for gritting that stretch of motorway. And they did grit it. Unfortunately even with salt/grit on the roads, it does very little to prevent snow of that intensity from settling and accumulating. @mannwhosoldtheworld It depends where in Europe, in Finland and Sweden tandem drive is common in terms of timber trucks (rigid + drawbar trailer) and not just an inter-axle locker included but dif locks too. A 60 tonnes 6x2 rigid with 5-axle trailer combo is also much better than an equal double-B in slippery uphills cause of the weight transfer. In case of a B-double the weight transfer to the drive wheels is hardly 25%, they're even worse as the 40-44t semi on this vid.
@mannwhosoldtheworld It's an economic question and I wonder how the hell they can afford to transport goods such modest capacity vehicles as the do in Middle Europe and in North America with some exceptions, even Russkies allow use modulars on their roads, but not the EU.
The price of Diesel varies in Finland from 1.30€/liter to 1.45€/l and the following year brings 15 cents more per liter. The same in US gallons/$ (1€=1.30$ at the moment) is 6.40$/gallon - 7.14$/ US gallon.
@mibars The extra weight of a drive axle as opposed to a dead axle seems hardly worth worrying about if you drive in winter climates. I don't believe there is significant fuel usage either, especially if you don't have many empty mile. The Tandem-Tandem set up just seems to make more sense than the Single-Tridem system used in a lot of Europe.
@mannwhosoldtheworld In most European countries single rear axles are used, so problem does not exist. Moreover having two drive axles you have three differentials to lock and usually only one is lockable, in single axle you lock your diff and have all drive wheels locked.

BTW: In cases like that rear axle should be lifted to ttransfer weight onto drive axle...
