A Mary Sue is a character in fiction that is usually perfect in some way or another and draws plenty of attention to themself in some manner. There's different kinds of Sues too.
I can see why you feel that way, she's a knowitall who rarely gets comeuppance if she screws up, uses her Secret Scout Power Ring all the time, and isn't clueless like the boys are when the plot calls for them to be.
She could be borderline Canon Sue, a Mary Sue in a Canon story.
The human characters in this episode certainly look more anime like with the detail in their eyes.

however, also around this time there was a tv series based on Geroge Pal's 1950s movie that was airing as well.
