no the dragons are just part of the cutscene i guess or it could be blizzard giving us all a hint into what the next expansion might be (Cataclysm). And just because you have a leader does not mean that you have to follow their orders all the time. Putris was most likely acting without Sylvanas knowing. Blizzard removed the "Battle for Undercity" quest string which would help you understand this cutscene a lot more if you were able to play it

@BadnessGaming dragons exist in northrend hence the territory known as dragonblight and sylvanas is a nightelf but the lich king was just realizing who sent Putris (the guy you saw in the cinematic)

Then the Lich King took Bolvar's body so that he can bend his will and turn him into a campion of the Scourge. However Bolvar's loyal spirit was able to resist so he never became a champion. And after the Lich King is defeated, he is the one who takes up the throne, as with no Lich King to control. the scourge would spread and wipe out Azeroth.
