Definitely not the best gun in the game, the best small arm. The best is probably Gauss Rifle or Expiremental MIRV.

And you others, it was USED in Mothership Zeta, but it was a secret in the original, no-dlc Fallout 3. It was probably unintentional to be in the original Fallout 3, but they accidentally added it on anyway.

@88Meters No, the Alien blaster is better than the gauss rifle. I did a test run on them, i killed a super mutant overlord with an alien blaster then with a gauss rifle and the alien blaster won. The gauss rifle is still really good though.
