They have been doing this for a while. Don't know how, but for YT partners, it's kind of a way for them to make money. If someone clicks those ads, they will get paid for it. So, since most videos are reviewed by YT/Google staff, they probably use what they saw to make ads tailored to the audience who is watching the video. Easier to make money. Other than that, it's also cookies and cache that might be being tracked...don't know for sure. If it is, then that's invasion of privacy.
