I know a few drops of rubbing alcohol in the exhuast port will get it to turn very easy if needed but I take mine and turn it every so often.

Its considered an antique toy- pretty much any toy with its original container in good condition is worth alot of money - depending on who collects them- id probably say at least a few hundred dollars- best way to check for sure is check like ebay on similar items - possibly have it appraised at a repuitable antique dealer.
