If you wash as car or water a plant, the water will still eventually be recycled into the ground just as if you didn't catch it at all. Common sense is becoming such a rare commodity.

Ok, so my question is this, if the state owns the rain water, then when their water collects into a stream, then into a raging river, and floods, is the state accountable for not taking control of their property. For example, if my car rolled down a hill and it ran into my neighbor's garage, I would be responsible. So does the state take responsibility for the damage their collective rain water causes? Seems like a reasonable question to me.

UGH, I can see a reason for this. In the old days the guy at the top of the water chain could build a dam and cut off the guys below making their land worth little more than dirt. No water, no cattle, no crops. While it does not translate well into this century there was a reason for it... Maybe they need to change the law to cutting off a flowing stream and leave out rain water in the water rights.
A lot of areas REQUIRE that stormwater runoff be contained. Mostly due to pollution, but also the runoff can case erosion. I remember reading somewhere that a city was requiring that if someone concrete over an area they must take into account the new runoff and manage it so not to cause urban flooding.

Water rights are not government ownership. If you have a body of water on your land, it's your water. Regulating who can collect rain water prohibits people from storing large amount of rain water for later resale without a permit; the whole point is that rain water doesn't belong to one person or entity. State regulations try to protect the natural resource. Indeed, the video even showed how the state worked with the car dealer to get a water right so he could continue on with washing cars.
They outlaw anything that might make the state lose money. If that water bill starts shrinking because of rationing rain water, the state loses money. Bastards.

Ok, so my question is this, if the state owns the rain water, then when their water collects into a stream, then into a raging river, and floods, is the state accountable for not taking control of their property. For example, if my car rolled down a hill and it ran into my neighbor's garage, I would be responsible. So does the state take responsibility for the damage their collective rain water causes? Seems like a reasonable question to me.

UGH, I can see a reason for this. In the old days the guy at the top of the water chain could build a dam and cut off the guys below making their land worth little more than dirt. No water, no cattle, no crops. While it does not translate well into this century there was a reason for it... Maybe they need to change the law to cutting off a flowing stream and leave out rain water in the water rights.

A lot of areas REQUIRE that stormwater runoff be contained. Mostly due to pollution, but also the runoff can case erosion. I remember reading somewhere that a city was requiring that if someone concrete over an area they must take into account the new runoff and manage it so not to cause urban flooding.

@techiedavid very true. in hawaii insurance companies can levy water damage charges to you if your water flows into a neighbor's property. my father an civil engineer knew this so when he built the wall around our yard he made a 3' wide channel the length of our property so that the neighbor bellow us could not make claims against us. we lived on a terraced hill side development.

Water rights are not government ownership. If you have a body of water on your land, it's your water. Regulating who can collect rain water prohibits people from storing large amount of rain water for later resale without a permit; the whole point is that rain water doesn't belong to one person or entity. State regulations try to protect the natural resource. Indeed, the video even showed how the state worked with the car dealer to get a water right so he could continue on with washing cars.
