This is apparently from a short-lived made-for-TV Woody Woodpecker series in the 1990's. Woody's voice and character design are very much like the mid-1940's version of Woody, and this is an admirable attempt at recapturing the old magic of the classic Woody cartoons. Unfortunately, it's not particularly funny.
Side note: What's with that intrusive logo that obstructs a chunk of the picture throughout the whole cartoon!
