A number of things might cause that.. on the nvidia control panel make sure your monitor refresh is the highest it can go (or on your monitor options)

Then in wow, disable vertical sync.

SHOULD be higher now. :]

The combat thing is not an addon, you can go to Interfaces, and hit "combat text" and then hity "Enable floating text" then select all of them :D
