if you ever buy weed like this but don't want to throw it away:
1. Submerge the bud completely in water
2. Make sure that you change the water every 24hrs
3. After day 1 you should notice the water has changed a darker colour, this is probably chlorophyll and other stuff
4. The next few days the water should stay clear, but be assured all the nasties are being absorbed into the water; a process called osmosis.
5. After 7 days the buds should be rid of all the crap.
6. Enjoy smoking clean bud!

Sweet bud, and I'm going just on logic and experience here, not 100% certainty, is weed that has been dipped or soaked in a sugar solution to boost the weight up. So essentially when the bud dries out it's covered in a very fine crystalline sugar. Isn't great for the lungs.

If cannabis isn't flushed of the feeds used during the growing, the ash will burn black thanks to build up of nutrient in the plant matter, but it still burns and can be smoked.
