It's called a WIG. They've been around for years. And 20 feet is actually good. If you want to fly, then build an ultralight instead.

This is flying in it's own right, not ground effect. Ground effect is based on the increase of pressure below the wing and the lake/road surface and only exists within a very short distance. This is why the the Russians "discontinued" research on their very large troop moment plane due to the fact that it couldn't cope with seas that had more than 1 metre of swell.

I prefer the flying shown here rather than some of the "ground effect" ones also shown on here, much more vesatile

1.the friction on the ground would slow it down Big time

2.the plastic would rip after a while

but if you had a flat and smooth surface that was long enough so you could reach 70kmph then YES it would work
