It isn't fear-mongering, being prepared for the worst isn't a bad idea. The items for the kit are cheap and inexpensive (nonperishable food, bottled water, things like that).

I think it is a poor idea to portray it this way. I mean it is a good idea to have a plan in case of a fire, flood, ect but the way they present it, it's playing on people's fears and doomsday one's at that. Very irresponsible of the government.
