South of Highfort is a circle of different patterned sand. Enter this circle and you will find Bleu's house. Talk to the wisp in the first room to find that Bleu has gone off somewhere. From there, go to the Magic School in Hometown and talk to the student in the upstairs classroom in the back of the class. Bleu will then forcibly join your party.
