Why doesn't that ambulance's lights flash? How do they expect people to know they are the people responding if they don't have any flashing lights?

Strobe lights were switched on but digital cameras can't catch strobes due to the high frequency of flashing.

the ambulance had it's flash lights on you just don't see it cause it's in the daylight ;)
