there was no law passed that made these legal, rather the 1994 assault weapons ban expired in 2004. most states allow private citizens to own fully automatic weapons (a subset of weapons classified as machine guns) provided they obtain a tax stamp from the atf, and undergo a background check.
for reference, washington state does not allow the private citizen to own machine guns, but idaho and oregon do.

Yeah we can. To get one you have to pay a 200 dollor tax and get a in depth backround check. You also have to get it aproved by the local cheif law enforcement officer. You also need a lot of money if your buying one now since a law was passed in 1986 that prohibited the sale of full autos to civilains past that year. You could get full autos for under a grand, and some nice ones too, but that all chnged. Now an ak is like 15000 I think.
