Got gensets that operate here in Dallas/Ft. Worth, see them at times here around the Arlington GM rail yard working, though I've only managed to actually catch them in person once, and this one was sandwiched between two SD (I believe they were).

No actually I didn't. But I don't think that the engineer is violating FRA regulations. Ditch lights are required when a loco will be operating over grade crossings at speeds greater than 20(?) or 25(?)mph. At least I think that's the FRA rule regarding ditch lights.
