Politicians of both countries don't respect & trust each other. That has spread to the people. Any position taken by govts of both sides will be contested/opposed by different groups of people. It is a complex and deep issue. Pakistan has sold the thought that "Kashmir belongs to it" to its citizens. No way they can go back on it!
