Then - if you think you are applying the torque correctly - the problem might be that you pick the pins in a wrong order. Try to set the pins in order of setting density, as in - try to pick the pin that shows most resistance to pushing it up the shearline. Sometimes if you pick in a wrong order, it seems that none of the pins actually set. Another thing I have come across is, that old (dirty) locks need a lot of torque before the pins start setting. It can be frustrating.
@Pudersepp I think what he is trying to say is that he is applying torque but the bottom pin is falling but the top pin is setting and he thinks its not setting
