Thanks for your comment, I still have some fine tuning to do.
The camera is heavy at the battery end, I can add spacers between the timer enclosure/battery box and the frame to ballance things out side to side, I can also make the camera slide back and forth to ballance it that way.
I was careful to pivot the tilt axis through the CofG of the camera, and am happy with that.
The swing of the picavet seems to show that the weight is not balanced.
