The construction worker could have done what several other people did - pull people away from the bottom of the escalator, help them to clear the landing area so that people don't pile up and get injured. The only choice is a broke down escalator, a working escalator, a broke down elevator, or a working elevator. Most people don't or can't use the broke down escalator as stairs because it's blocked off to be repaired or the escalator is a long walk up.

I do agree with you though. When stairs are available, some people don't use them.
