OF COURSE the tip would be OUTSIDE the bag...gosh.

1st i'm not beening mean or anything but all the cake decorators say to never fill ur pasrty bag OVER half way because it harder if u do but nice vid attempt

In fill up my pastry bag up to 2/3 just so I don't have to refill the bag so often. This you can do if you have more experience. But if you are unsure about your hand control, just fill it up halfway.
