A sideways shifting can be as big as a 10.0 and not produce a tsunami, but given a 6.5 with massive up and down shifting can cause more rapidly displaced water, causing a tsunami. Landslides, meteor strikes and volcano explosions can also cause a tsunami. It really depends on the geography (location) and

characteristics of the quake more so the rating or intensity.
