I was hoping for the Vignette Border that gives a film look, instead of the whole color thing. Do you know how to do that?

Hallo, I found your videos on adobe premiere really comprehensive.
I'm trying to figure out how to create a special effect for my video which is the same effect they use on the mini-series "Top Gear".
Is there any chance to show that?
