I don't understand Japanese and I still think all Utada's Japanese songs are just as great to listen to as anything I can understand. The best part is when you do look up translations, you realise how much English can sometimes restrict expression, which is why probably she uses Japanese for some songs and English for others depending on what she wanted to convey.

This song is kind of like... Letters to an idol. Note how she ends the first 2 verses before and after the chorus with "Your's truly" and "Sincerely". How I see it, it's like a fan going to one concert/event of their idol and them cherishing that one night and wanting to be with that person again like that night., and writing them very beautiful fan mail. My very favorite off this album. :)

I think this song is more dedicated to a past lover most definitely; she sees him everywhere, she tries to pass off that she doesn't care, yet she still can't get over him and wants to be with him; so I'm guessing he broke it off? At least, that's what the song would mean, but just because she's singing it, it doesn't mean that it applies to her, it could have been a songwriter's feelings.
