the place to catch palkia, dialga or giratina is in the sinjou ruins. but you need the even arceus to get there. and once you got the event arceus following you, you go to the ruins of alph and go in the researcher's house there and he'll take you down to the main hall of ruins of alph and then you'll end up at sinjou ruins automatically.
