It's actually more to do with where it's made than where it's popular. Italo-Disco evolved into a faster, more energetic and guitar-based version of itself as per Japan's request (Italo Disco was big there in the 80s and 90s). "Euro" only refers to Italy where its producers can be found.

Even so, if you remember Italo Disco, just remember that they started out as the same thing. Eurobeat's just the sibling that got stranded in Japan for a few weeks and decided not to come back.
